These by-laws cover actions and conduct on the school grounds at any time of the day or night for every day of the year. They are designed to protect people and property and should be viewed as guidelines for sensible, fair and responsible behaviour. We appreciate members of the public reporting suspicious activities to the police as soon as possible.

- Protection of Children
Parents expect their children to be in a safe and secure environment while at school.
- No Child shall be abused – either physically, emotionally or verbally – by any adult.
- No person shall be threatened with harm in any manner.
- The use of swear words and obscenities is unacceptable on school grounds.
- Schools are frequently caught in the middle of matrimonial disputes relating to the custody of children. The school will abide by all court decisions. To enable the school to properly acknowledge the legal position, parents with custody must provide written proof to the school as soon as it is obtained. The school should be advised of changes to the custody of children as soon as possible.
- In the case where a parent has notified the school that legal proceedings are underway, and the child(ren) are living with that parent, the child will not be handed over to the other parent during school hours unless the caregiver agrees in writing. If the children in dispute have been removed from the school, the school will not disclose the whereabouts of that child, if known, without proper legal authorisation.
- Where the school has been notified of a court decision proof of this decision must be lodged with the school. Where such proof is not provided the relevant caregiver will be notified in writing that they must provide written proof or that their request will be removed from the child’s enrolment record.
- Parents who intend withdrawing children during school hours can only do so with the consent of a member of the School Leadership Team.
- Confidential Information
- The phone numbers and addresses of students , parents and staff will not be given to anyone over the telephone as a matter of course. The principal may disclose such information if the request is from an official legally entitled to such information, if they present suitable identification.
- Wilful Disturbance of the School
- The Education Act (section 195) states? Any person who wilfully disturbs the school, or who upbraids, insults, or abuses any teacher or other person engaged in the instruction of pupils in the presence or hearing of the pupils who are then in school, or are then assembled for school proposes whether in school or not, commits an offence, and shall be liable on summary conviction to a fine not exceeding $40.00.
For the purpose of this section “school” means any state primary school and in each case includes the playgrounds and premises thereof.
- The school also has the option of taking action under various provisions of the Summary Offences Act and its Amendments.
Examples include:
Section 3 Disorderly behaviour. 3 months imprisonment/$2,000.00
Section 4 Offensive behaviour or language. $1,000.00
Section 5 Disorderly behaviour on private premises. This includes a school. 3 months/$2,000.00
Section 21 Intimidation. 3 months/$1,000.00. - Also offenders may also have a Trespass Order placed on them, which then forbids their presence on the school for up to two years.

- Vehicles in the School Grounds
- Only authorised vehicles are permitted in the school grounds during the school day. Only parents with special permission of the principal may drive their vehicles into the grounds. Permission is usually only granted to parents whose children have a physical disability (whether temporary or permanent).
- Groups using the school grounds after school hours for approved purposes may park on the school grounds up until the closing of the school gates (6.00 p.m.).
- Animals on the School Grounds
- Dogs and other animals, are totally banned from the school grounds unless authorised.
- Property
- The school will prosecute anyone caught damaging or stealing school property. The school will automatically seek full compensation for losses including all legal fees and the cost of administration hours expended.
- Anyone behaving in a way liable to cause damage or loss to the school will be prosecuted. This includes: the unauthorised lighting of fires or the carrying of incendiary materials; the climbing of school buildings, fences or trees; the carrying or use of firearms, airguns for other projectile weapons; driving vehicles on the school grounds causing damage.
- Anyone creating a health and safety risk on the school property may be reported to the police under either Manukau City Council By-laws, the Crimes Act, Health Act or the Summary Offences Act [sections 13 and 32]. Offences deemed objectionable include such things as depositing household rubbish on the grounds, defecating and urinating on the grounds etc.
- Only authorised people are permitted to bring on to the school grounds tools that, if misused, may be used for damaging school property. e.g. crowbars, axes, spray paint cans, large felt tips etc.
- Clubs and organisations must seek the school’s permission to use the school facilities after school hours. There are conditions for the use of the grounds that are not available for hire during school hours.
- Cordial relationships are maintained with all neighbours bordering the school property. The school takes an active interest in maintaining the quality of boundary fences around the school property.
- Complaints
- People who wish to lay any sort of complaint about anything to do with the school and its working must address their complaints to the principal who is responsible for the operation of the school. If satisfaction is not obtained complainants should approach the chairperson of the Board of Trustees. [see Complaints Procedure].
- Interviews with Teachers
- People who wish to talk with teachers should make a time when the teacher is not with the class. The school follows the procedure of pre booked appointments where both parties are aware of the topics to be discussed.
